What does cited in front of a reference mean?

So theres a reference
22. A. B. Smith 'Blah'
and then the next one is
23. Cited <italics>Ibid</italics>

Lets say smith has a refer to from Johnson in his 'blah' book.
The person doing the referencing wants to use johnsons quote and found it in smiths book.
So does he do 'Cited A B Smith 'blah' for footnote 23 or not?

I have cited from them, yes, but I am worried that they are not proper academic books and views expressed there, even though, widely accepted are still very subjective.
