Can you cross the border to get library books and do you have to pay duty on them?

My college in Canada, that is on the US/Canadian border, has a library that isn't all the horrendous and a professor of mine recommended I cross the border and use the library in that city. I'm thinking of doing that, but I was wondering if I will have a hard time at the border/customs, and if I would have to pay role, like if I were to have purchased the books instead of borrowing from a library over there.
getting a library card is no problem, because that professor said they give on the loose cards to students who go to my college.
I've been across the border many times in a big business. When we were bringing in an empty with no product for sale, they didn't give us any paperwork for tariffs paid.
I believe that, if the book is simply borrowed, there should not be any thrust duty. After all, you have not bought it. You do not own it. You have to return it to it's owner.
You can:
1) contact the U.S. library and see if they know the answer
2) ask the U.S. Library if they are WILLING to give you a library fated (there might be a rule against it)
3) stop at the Canadian office where you would be checking back in to pay import duty and ask THEM. Stop on your way OUT to the U.S. Library and ask. If they say they would charge you, then sample pages and bring the copies back.
From a website I found by doing a google search:
"Canadian tariff 98.12 permits books to be imported from exotic libraries for a specified period of time (generally 60 days) without payment of duty and is intended to bedclothes the lending of foreign materials to Canadian libraries."
This indicates that Tariff 98.12 allws books to be borrowed across the border without paying stint. If you talk to the Canadian officials before going to the U.S., and they say "you must pay" then ask them about tariff 98.12 !!!

I consider your professor must have meant that you could use the books there at that library (read, take notes, photocopy, etc.). In order to get a library card and do research books out, you would have to be a resident of that city.

You can quite cross to go to the library. Call the library to see if they have some sort of inter-library loan policy and allow you to borrow books. If so, see if they will give you a correspondence literature to that effect, just to satisfy the Canadian and US customs folks who may think you are stealing them.
There is no duty if you plan to restore them.

No obligation, not new and only for use and return (VERY low financial value on 'use' of a book). If the card is no problem, there shouldn't be an issue. Clearly people from your followers return the books, or the policy would be different.

My pint-sized haired border collie is 2 Yrs old and trained for most of the basic commands, i would like a book that gives me options on what i can do to improve my relationship with my dog.
It does not essentials what breed your dog is. All dogs behave according to the same instincts and social rules.
If you are looking to improve the relationship you have with your dog, then the consummate book for you and your border collie is 'The Dog Listener' by Jan Fennell. I can also recommend the DVD of the same name.

If the depend on that lives by me does not have a book in stock that I want and another store does, can they send it from that store to the one by me?
The store by me can't direct the item anymore.
i assume trust to they can. i can recall someone telling me once they had to do that and they did it for them.

So my dad is allowing me to get a border collie pup, but I call a book ALL about border collies. Everything!
Then I need a second book over agility training.

i have a border collie mix and i have to say these are not dogs for first everything dog owners no matter how good you are and will be...imho. but if your heart is set, youre doing the right thing to research. the personally who said agility is not enough is right. these dogs have incredible stamina once a week agility would not fullfil, even if you spent 30 mins a day practicing, is not enough for this dog, both physically and mentally.
Because they were bred to have superior stamina and to react fast to livestock, they get neurotic VERY easily if their needs are not met.
they don't just not use that energy though. They put that energy to use in ways you WONT neediness---that are destructive and harmful to the dog and to others.
i suggest you join border collie email groups on yahoo and dogster to learn more and get better recommendations for books and ideas to make fit you for this dog.
also join email groups for HERDING group dogs, to learn about their shared traits such as sensitive stomachs, slighting space issues, and their need to have a job every day.
Ok i know i painted a dismal picture. that's only because i know what border collies are like and why so many end up in shelters and rescues after their owners hardly don't know what to do with them anymore and can't handle their problems that arise from their stimulation needs not being met.
Border collies are unofficially ranked #1 for grey matter out of all other dog breeds, but don't mistake intelligence for obedience. there's a reason BC's are not first for being service dogs (though they definately can be excellent ones) They are outstanding.
They are very sensitive and punishment will just have adverse effects.
BC's CRAVE leadership. that's not Cesar Millon hype, it's a reality with BCs that if you do not lead, THEY will lead, often with aggression. they don't feel protected if their owner is not 100% showing leadership at ALL Times.
if you can liquidate encounter all their needs, your BC will work very hard to make you happy and show you affection.
