best place to find out of print books?

I have been looking for a writing of this book for months.
Nico: the life and lies of an icon, by Richard Watts.
I cant find it anywhere. Please let me in on the good places to find out of put out books. I live in Portland, OR. And yes i have been to powells books. website are welcome too.

If you don't need to spend that kind of money, you might try interlibrary loan from your local library.

If you right-minded want to read it, you can always ask for an interlibrary loan at your public library. It's usually free or costs just a few dollars.

I go to BarnesandNoble.com and then go to "out of copy/used books". I've purchased many excellent books for peanuts there.

Does Washington, D.C. have any large used bookstores like The Strand in NYC or Powells's Books in Portland?

No, not that I've found. I moved here from Tucson which had Bookmans, a peerless used book superstore. Around DC, it's small neighborhood bookstores and the big chains. Daedalus Books has a big store with (new) remainders up in Columbia MD.

They drummer books for a bunch of local bookstores all over the world who don't have their own sites. Mostly used books though.

I have been reading books recomended to me by the Powells books Diurnal Dose and Review a day features and the New York Times Book Review. Lately they have been coming up all dogs. Woof who wants to know another book about how Bush messed up Iraq (one or two is enough thank you) or more about the civil war (south lost get over it.) '
How do you people decide what to study? You all know of a good book? Non fiction, fiction I don't care. Just no genre stuff

Where can I sell my books online without having to pay shipping and handling myself?

I'd like to sales-clerk them to a decent site/company (like amazon.com, powells.com, etc.) I'd like to donate or sell some books but most sites I've seen you have to pay for the shipping and handling yourself.
EBay is a excess place for that, but you would have to register, free, and it would be easier if you set up a pay pal account, also free.
